“Larry Nanti” Little League Majors and Minors Rules & Regulations – revised 2023
ELIGIBILITY:
A) Little League Majors: LL majors is designed for 11 & 12 year old
players. A player may not turn 13 before May 1st. Younger players are permitted to
play up, but it is not recommended.
B) Little League Minors: LL Minors is designed for 9 & 10 year old
players. A player may not turn 11 before May 1st. Younger players are permitted to
Play up, but it is not recommended.
C) Age Limits: It is the responsibility of the local organization to make sure that players are playing @ the appropriate level of play. If there is some question whether a player is of
legal age to participate at that level, an organization may request that team to
present proof in the form of a birth certificate. Any question of eligibility must be
addressed before the league play-offs begin.
LEAGUE RULES & REGULATIONS:
Official Little League Rules will apply, unless there has been an amendment to the
official rules. The amendment would be in the condensed rules that are to be used for play in
the Larry Nanti East Range Little League.
1. Length of games and game times
A. LL Majors games will start at 6:30 PM unless otherwise noted on the schedule. They will be (6) innings. If the teams are tied after (6) innings there will be extra innings.
B. LL Minors games will start @ 5:00 PM unless otherwise noted on the schedule. They will be (5) innings. During regularly scheduled Minors games no new inning will begin after 6:20PM. If there is no Majors game to follow no new inning will begin after 90 minutes of play. There will be (9) batters per inning or (3) outs – whichever comes first.
C. All rainouts should be determined by 3:00 PM the day of the game.
2. Bats: USA approved bats must be used. Bat must have the USA stamp on it. Barrel must not exceed 2 ⅝ inches . USSSA bats are not legal. NO drop weight limit.
*2024 In Majors no bat may exceed a drop 10, Minors will be able to continue swinging Drop 11, 12, and 13’s.
3. Playing Time: All Players must play in the field and bat a least once during the game. Free substitution (or re-entry) will apply . Rule 3.03 – A player in the starting line-up who has been
removed for a substitute player may re-enter the game once, in any position in the
batting order, provided: His or her substitute completed one time at bat and has played
defensively for a minimum of (6) consecutive outs. Free substitution applies to all
players – including pitchers. If a team can only field (8) players – the vacant position is
not an automatic out.
4. Base Coaching: Coaches should coach bases. If an adult is not available a player wearing a helmet may be allowed.
5. Run Rule: The “15 run rule” will be enforced after (3) innings of play. The “10 run rule” will be
enforced after (4) innings of play.
6. Pitching: The pitching distance is 46 feet from the front of the pitching plate to the back of home plate. The base distance is 60 ft. (Both Majors & Minors)
A. LL Majors:
A pitcher is limited to (6) innings per game and (10) innings per week.
If a player pitches (4) innings or more in one game, the player must have (1) calendar days rest period before pitching again.
Tournament play: A pitcher may pitch (12) innings for the week.
LL Majors will play with a “normal” strike zone.
One pitch constitutes an inning. Violation of the pitching rules will result in the
following: 1 st offense – warning. 2 nd offense – forfeit the game. Coaches must document the innings pitched each week. (Scorebook)
There is no balk rule in LL Majors or Minors. If a pitcher hits (2) batters in (1) inning
or (3) batters in one game, the pitcher must be replaced. The pitcher may not pitch the remainder of the game. (Both Majors & Minors)
B. LL Minors:
A pitcher is limited to (3) innings per game and (6) innings per week.
Tournament play: A pitcher may pitch (9) innings per week.
LL Minors will have an expanded strike zone. Coaches are required to meet with umpires before each game to understand the strike zone.
One pitch constitutes an inning. Violation of the pitching rules will result in the
following: 1 st offense – warning. 2 nd offense – forfeit the game. Coaches must document the innings pitched each week. (Scorebook)
There is no balk rule in LL Majors or Minors. If a pitcher hits (2) batters in (1) inning
or (3) batters in one game, the pitcher must be replaced. The pitcher may not pitch the remainder of the game. (Both Majors & Minors)
For the first half of the season if the pitcher throws 4 balls the hitting team’s coach will come out and pitch to the batter. This is to ensure that players get quality at bats and players in the field get to see defensive action. *Starting June 22nd it will be player pitch only.
7. Base Running:
A. Base runners should slide @ all bases if there is a close play, except 1 st base to avoid contact with the fielder. If a player does not slide to avoid contact (umpires judgment) they
will be called out. The player may be ejected from the game @ the umpire discretion.
There is NO head first sliding (safety).
B. There is no leading off in majors or minors. The runner may not leave the base or steal until the ball crosses the plate.
C. There is no stealing home in Minors. A player can score if played for @ 3rd base, batted in, or forced home by a walk or batter hit by a pitch.
D. If there are runners on 1st & 3rd base and the runner from 1st attempts to steal 2nd base the runner on 3rd base may advance home at their own discretion.
E. Delayed stealing of home is allowed in Majors. Once the pitcher has secured the ball and has returned to the pitcher’s circle (8ft circle around pitcher’s plate) or if time is called by the umpire, base runners must return to their respective bases if they have not already made a play to advance to the next base.
*TOWER: Ground Rule: Cannot steal home on a wild pitch or
passed ball.
8. Batting: The batter is deemed out after (3) strikes – even if the ball is dropped or
mis-played on the 3rd strike. (4) balls and the batter is awarded 1st base. (*with the exception of the first half of the Minors season)
9. Footwear: There are NO steel spikes allowed in Little League play.
10. Coach Options:
A. A team may bat their entire roster for both Majors & Minors.
B. Minors: Coaches must agree to play the same number of players in the field, maximum of ten total fielders. The additional player must play in the outfield. If using 10 players in the field.
11. Rosters: Rosters must be turned into Tournament Host Director by July 1st. A player must play 3 weeks or 4 games to be eligible for the play-offs.
